Primary Health Care in Cuba: transformation for a more resilient, sustainable, and higher quality system

Abstract

Introduction: A chronological historical overview is provided of the different stages of transformations that the Cuban National Health System (SNS) has undergone, the strategy it is based on, Primary Health Care (PHC), and the care models that have been implemented. 

Objective: To demonstrate, with examples, the relationship between the transformations that have occurred in the Cuban SNS and the care models that have been adopted, as well as the resilience achieved by it. 

Methods: Documentary review of the main moments of transformation within the SNS and the care models developed. 

Conclusions: The SNS has been characterised by a continuous process of transformation, shaped by the ever-changing health situation of the population, the different contexts in which it has developed, and the need for ongoing quality improvement, driven by increased resilience, as demonstrated by its results.
