Abstract

Introduction: The planning of objectives and activities at the first level of care considers not only medical care, but also social, economic and environmental aspects that influence the health of the population, as well as the complexity of the socioeconomic and health conditions that intervene. in said process.

Objective: Provide an updated compilation of the historical, theoretical and methodological foundations of research related to the planning of objectives and activities at the first level of care.

Methods: A bibliographic review of the scientific-technical literature was carried out, identifying different sources: electronic, Internet, archives of institutions and libraries, government and state documents. Google Scholar was used as a search engine, the collections of SciELO, Dialnet, Lantidex, PubMed of virtual journals related to the topic, the collection of academic articles from the Virtual Health Library (VHL) and the websites of the World Organization were consulted. of Health and the Pan American Health Organization.

Conclusions: Planning is essential for the successful functioning of public organizations, particularly at the first level of care, it guarantees efficient and effective performance of citizens and promotes community participation in decision-making related to their health.
