Characterization of the Process for Planning Objectives and Activities in the Primary Level of Care

Abstract

Introduction: The Ministry of Public Health is advancing in the process of planning objectives and activities, but still fails to systematize actions to use this managerial technology at the primary healthcare level.

Objective: To characterize the process of planning objectives and activities at the primary healthcare level.

Methods: A technological development and innovation research was conducted, covering the period from January 2016 to December 2022. The study scenario was Plaza de la Revolución municipality and three selected health areas. The categories were identified with their respective names and used as units of analysis. A SWOT matrix was applied to take advantage of the different way in which this instrument works with the available information.

Results: Almost all the discourses show difficulties in developing planning at the primary healthcare level; these failures are the result of poorly conceived or poorly applied mechanisms. Eight strengths, nine weaknesses, seven opportunities and five threats were evidenced.

Conclusions: The use of the health situation analysis, the knowledge of standardizing methodological documents, the integration with the economy plan and considering intersectoriality for the planning process in the General Directorate of Health of Plaza de la Revolución municipality would allow improving the effectiveness and efficiency of public health actions to ensure comprehensive and quality care to the population.
